Fallback for retrieving messages

Framework version: 1.3.x
Platform you're using: Ubuntu 12.04

Reproduction steps:
If you have
application.langs=en_US,en
and the messages files
messages
messages.en
messages.en_US
then when retrieving a message (when the current locale is en_US) it should be looked up in message.en_US, when not found then messages.en, when not found in the defaults message.
Currently only the fallback message.en_US -> messages and message.en -> messages is supported, but not message.en_US -> message.en -> message

Details:
Have a look at the comments in #1412. This should have been implemented already but never really was.

Having a patch (or a branch on Github we can pull from) is better, but then again we'll only pull high quality branches that make sense to be in the core of Play.
