DependenciesManager FileNotFoundException

Reproduction steps:

Use IO.copyDirectory(from, to); the from directory should contain subdirectory with a file with sepecial characters.

Details:
If we package applications we use the play command:

play dependencies ${WEBAPP_DIR} --sync --forProd --clearcache

The DependenciesManager is than invoked calling IO.copyDirectory(from, to); for every module and copies content.
If some module contains special characters it will crash. for instance a module bbkreporting has a file like play-modules/bbkreporting/public/Unterlagen BBank-Reporting/Anhang Performance-Bericht_ Übersicht §18 Bundesbank gesetz Meldepflichten.PDF .
